Vesselina (Vessy) Haralampieva is a Senior Counsel at the European Bank for Reconstruction and Development (EBRD) in London, U.K. She leads the energy and climate change policy work of the EBRD’s legal department. With more than 15 years of experience, Vessy advises on matters relating to energy and climate change law and policy, sustainable finance and regulation. She has led policy and legal reform initiatives in Central and Eastern Europe, Central Asia, and North Africa and is one of the originators of the corporate climate governance, which is central to the EBRD’s Paris alignment approach. Under Vessy’s lead, the EBRD has launched its first climate litigation review and judicial training programme on climate and environmental law.

Vessy is a member of the Working Group on Climate Change to the Law Society of England and Wales and EFRAG’s Expert Working Group on Governance (tasked with the development of the new European Sustainability Reporting Standards). She is also a member of the Network for Greening the Financial System’s working group on climate litigation. Vessy holds law degrees from Harvard Law School and Sofia University.
