Andrew has spent 37 years in the City working predominantly in the post trade space.
He started at Citibank in the Worldwide Securities Services group eventually managing the Customer Service team for Citi’s European Clearing & Custody businesses before moving to Deutsche’s Investment Bank to run middle office for Money Markets and Fixed income. Leaving to join Swift scrl, he led the Securities Strategy team and started the Government Relations function through his involvement in a number of pan-european initiatives including the Swift response to the ‘Giovannini report’ and rapporteur for the European Post Trade Forum (‘EPTF’). Subsequently, he spent 13 years at DTCC where he was both CEO of DTCC’s largest Derivatives Trade Repository, DDRL, and the head of DTCC’s Regulatory Affairs for UK, EU and APAC.
From 2021-2023, he was also Chair of the Data Standards Committee for the Bank of England’s ‘Transforming Data Collection’ initiative.
Andrew left DTCC in early 2023 to start his own advisory business, BlackWater Consultancy Ltd.
Today, as an independent consultant, Andrew is:
- Chair of the UK Accelerated Settlement taskforce leading the planning and implementation of the UK migration to T+1 in 2027.
- Chair of the UK Digital Markets Taskforce which is supporting the development of the UK’s Wholesale Digital Strategy as laid out in the HMT paper of 2025.
- Co-author of a 2025 Report to the European Commission on Infrastructural fragmentation and potential solutions within the Savings & Investment Union
- Part of a team of international consultants working for FSD Africa and the local authorities to deliver a 10-year Capital Markets Development plan for Ethiopia.
- A member of the Strategic Advisory Group for TaxTec Ltd, a fintech specialising in tax recovery in the post trade space.
He has a BSc in Materials Technology from Surrey University and an MBA from Manchester Business School.
