John Fowler is HM Treasury’s Head of Innovative Financing. John is responsible for innovative forms of sovereign financing, including the digital gilt instrument, the green financing programme and sovereign Sukuk. Prior to this role, John headed the government’s financial services deference team and was the head of clearing, settlement, and reporting policy. John has extensive experience in working in government across policy, international, analysis, and intelligence specialisms. Prior to joining government, John worked in consultancy.
