David is Head of Corporate Finance at the Institute of Chartered Accountants in England and Wales (ICAEW). Formerly with PwC, he is an experienced corporate financier and has advised on numerous deals, from management buyouts to capital markets transactions and complex outsourcing agreements.
David has played a leading role in many public-policy initiatives focused on the economy and economic growth and in particular increasing the variety and supply of funding available for growing businesses. These have included the Breedon Report, which led to the creation of the British Business Bank. He also convened a taskforce of the UK’s leading business organisations to produce, together with the British Business Bank, the highly acclaimed Business Finance Guide, which has been distributed in hard copy or via digital, interactive format to more than one million businesses and advisers. More recently, David has been actively involved in government policy seeking to improve the competitiveness of the UK's capital markets and played a key role in the development of the National Security and Investment Act 2021.
