Frank Bowley leads the Analysis and Insight division within Skills England, which aims to provide the single authoritative voice on the country’s current and future skills needs; before that he set up the Unit for Future Skills in the Department for Education (DfE).
Much of the Frank’s current work has been focused on identifying the priority skills needed to support the Government’s Industrial Strategy, culminating in the recent Report “Assessment of priority skills to 2030”. Frank has also been providing expert insight within DfE on how skills need will change with increased adoption of Artificial Intelligence, with an early report on the impact of AI on UK jobs and training and a joint research project with the British Academy.
Frank has been a Civil Servant for over twenty years working as an economist. He joined HM Treasury in 2001, working on public sector reform and labour market forecasting, before joining the then Department for Business Innovation and Skills in 2008 to work on regional policy and business enterprise. He has been working on skills policy since 2012 and joined the DfE in 2016.
