Christopher Woolard CBE is a partner at EY and the government’s Wholesale Digital Markets Champion.

Chris provides market leadership and support industry progress on the development of a tokenised wholesale financial markets ecosystem, supporting the government’s work to deliver a more efficient and competitive financial sector.

At EY, Chris chairs the Global Regulatory Network and is a Member of the UK Board. He also leads work in financial services and fintech. Chris had a 25-year career in UK public service before joining EY, including serving on the board of the Financial Conduct Authority and as its interim chief executive. He was also a member of the Bank of England’s Financial Policy Committee and the Prudential Regulation Committee. Internationally, he has served on the IOSCO Board and a member of the Financial Stability Board’s strategic risk committee. Chris founded the FCA's Project Innovate and Regulatory Sandbox, which has been emulated in 40 countries. In 2021 he was appointed CBE for services to financial regulation and fintech.
